Graham Nevin: Graham is the leader of the Provincial Technical Assistance Task Team in the Western Cape. He is also the Technical Assistant with specific responsibility for Education. Graham joined ECIAfrica Consulting (Pty) Ltd in 2006 to serve as an IDIP TA in the Western Cape. He has 22 years experience, specialising in the management of public sector infrastructure development programmes and projects including the design and implementation of delivery models, processes and systems. Graham has successfully managed numerous projects in townships and rural areas, totalling in excess of R 2,5 billion. In 2002 he was appointed as head of the newly formed Programme Management Office of the IDT where he played a leading role in the continuous improvement by the organization in the design, planning and implementation of government programmes totalling R1 billion annually. His prior work, inter alia, included five years in Soweto where he was extensively involved in pioneering, developing and managing the Soweto's labour based Contractor Development Programme. Graham holds a BSc Eng (Civil) and BCom degree and is registered as a Professional Engineer and as a Project Management Professional. |

Pieter Jooste: Pieter is the Technical Assistant for infrastructure delivery in the Department of Transport and Public Works the Western Cape. Pieter is a highly qualified civil engineer with 30 years experience. He has an MSc and is also a qualified construction Project Manager and member of the Engineering Council and SA Institute of Civil Engineers. He presently runs his own consulting engineering company. Most recently he worked for the Eastern Cape Development Agency where his responsibilities included structural design, water, sanitation, roads and project management. Pieter has been involved with the upliftment projects of several municipalities in the Eastern Cape, including the Presidential Project and its successor. He has worked as a Site Engineer and has been involved with the establishment of infrastructure for industrial development in the old Ciskei area, effectively serving as Town Engineer for the industrial areas of Fort Jackson, Mdantsane, and others. |

Ken Jeenes: Ken is the Technical Assistant for infrastructure delivery in the Health Department of the Western Cape. Ken Jeenes joined the team in May 2009. Ken’s formal education includes a BSc (Civil Eng, 1981) and a BA degree, both from the University of Cape Town. He is registered with the Engineering Council of South Africa (ECSA). Until recently he was Technical Advisor on the IDIP to KwaZulu- Natal Department of Education. Between 1983 and 1993, Ken worked in the highway design and construction industry, both in South Africa as well as internationally, including the United Kingdom and Turkey. In 1993 he was employed by the University of Witwatersrand’s Rural Facility as Coordinator of their Rural Engineering Programme. In late 1996 he was appointed Provincial Manager for the Mvula Trust – an NGO primarily active in the water and sanitation sector – and spent three years in the Mpumalanga province and three in the Eastern Cape. He has also done extensive work in the UK. Ken became an independent consultant in October 2001 and towards the end of 2002 assisted in the establishment of Mbumba Development Services. |

Glen Mansfield: Glen is the Change Enablement institutional specialist appointed under a Short-Term Technical Assistance contract with his organisation, The Strategy Institute of South Africa. Glen has been advising and assisting businesses with transformation and strategy since the early 1980s. He recently completed a PhD at Stellenbosch University researching strategies developed by South African "new-economy" firms. His other qualifications include BSc (UCT) and MBL (UNISA). Glen's consulting, project management and technology engagements have involved work in Africa, South America and the UK. His local clients have included the Sure Travel Group, the Medical Research Council, BP Southern Africa, BMW and Sanlam. His prior management experience includes senior consulting, strategy and marketing positions with KPMG, CSIR, First National Bank and others. He has served on the boards of several companies. |
